Who does HIPAA apply to?

HIPAA applies to:

  • Health Plans (such as health insurance companies)
  • Healthcare Clearinghouses (such as billing companies), and
  • Healthcare Providers (including doctors, hospitals, laboratories, and pharmacies).

HIPAA refers to these 3 groups as covered entities.
